Assessment, Design, and Implementation

Epic Group is partnering with communities in the Carolinas to recover from disasters and build resilience.

Introductuion

Seminole County sought a modern Program Management Enterprise (PME) platform to streamline capital improvement planning, development project oversight, and inter‑department collaboration.

EPIC’s Simplify i3®, was selected to meet stringent security, scalability, and usability requirements while empowering County staff, inspectors, contractors, and stakeholders with real‑time access to project data.

Challenge

The County needed to transition from legacy and fragmented tools, to a single secure system that could:

  • Centralize data and workflows for CIP and development projects
  • Comply with rigorous government security, audit, and data residency standards
  • Support role‑based access, end‑to‑end auditability, and high availability
  • Offer responsive, multi‑device access (desktop, tablet, mobile)
  • Integrate with the Active Directory, GIS, and External Systems
  • Enable mobile inspections, site visits, scheduling, and contractor collaboration
  • Provide performance dashboards, KPI tracking, and robust reporting

Solution

EPIC implemented Simplify i3® as a SaaS platform, aligning to the County’s requirements.

Secure, compliant cloud foundation

  • U.S. data residency, SSL certificates from trusted authorities
  • Tiered access control with role‑based permissions and multi‑role assignments
  • ADFS/SAML‑based authentication; no local credential storage
  • Comprehensive audit logging (user ID, timestamps, record references) and security monitoring
  • Disaster recovery posture with GRS backups; documented RPO/RTO and SLAs

Unified project & portfolio management

  • Full project lifecycle support: capital planning, budgeting, schedule/resource management, cost control, change management
  • Portfolio analysis with executive dashboards and analytics
  • Flexible templates, draft reporting, CSV import/export, multi‑format document output (Word, Excel, JPG, PNG, PDF)

GIS‑centric asset and project context

  • Native Esri ArcGIS integration for location‑aware planning, inspections, and reporting

Mobile‑first field operations

  • iOS and Android apps for inspections, site visits, photo/video capture, notes, and checklists
  • Inspection receipts, email notifications, and persistent records
  • External‑party portals for scheduling, document submission, materials selection, and status visibility (role‑based)

Integration‑ready

  • AD/LDAP integration, batch data exchange, and APIs for partner systems; one‑time legacy data import

Reliability & governance

  • High‑availability architecture; monthly patching and proactive security updates
  • County aligned data center controls and County‑approved audit/inspection rights
  • Test environment for safe configuration, training, and user acceptance prior to production release

Results

  • Single source of truth: Consolidation of JD Edwards/MS Access/dBase records into one platform, with auditable histories and export on demand.
  • Operational resilience: Geo‑redundant backups and documented disaster recovery processes support rapid restoration and minimal downtime.
  • Faster project delivery: Streamlined scheduling, inspections, and approvals with automated alerts and external‑party collaboration.
  • Performance visibility: Executive dashboards and KPIs (SPI, CPI, Earned Value, % Complete, Performance vs. Plan) enable proactive portfolio management.
  • Scalable, future‑ready platform: Supports 20–30+ projects per year and expanding user groups; accommodates Plant Capacity Tracking (water/sewer) with configurable data capture and reporting.
  • Lower total risk: Strong authentication, encryption in transit, audit logging, and County‑approved security assessments reduce exposure and compliance burden.
