As SwRI’s subconsultant, EPIC built and supports FDOT-D5’s R-ICMS core— the Information Exchange Network and Data Fusion Environment—coordinating I-4 corridor freeway, arterial, transit, and rail operations.

Introduction

Florida Department of Transportation – District 5 (FDOT‑D5) covers nine fast‑growing Central Florida counties with 4.1M residents traveling 55.6M vehicle miles daily across a complex, multi‑modal network. To coordinate freeway, arterial, transit, and rail operations along the I‑4 corridor, FDOT‑D5 launched the Regional Integrated Corridor Management System (R‑ICMS).

As a subconsultant to SwRI, EPIC designed, developed, tested, integrated, deployed, and supports two core subsystems that power R‑ICMS: the Information Exchange Network (IEN) and the **Data Fusion Environment (DFE).

Challenge

Regional traffic operations relied on disparate systems and agency‑specific workflows, making it difficult to:

  • Share real‑time situational awareness across state, county, city, and regional partners
  • Evaluate response plans quickly using predictive modeling before activation
  • Coordinate multi‑jurisdiction approvals and automate activation via existing ATMS (SunGuide)
  • Aggregate, cleanse, and expose multi‑source data for operations and analytics (signals, sensors, transit, rail, modeling, QA)

EPIC delivered interoperable, map‑centric applications and a robust data platform to integrate regional operations and accelerate coordinated responses.

Information Exchange Network (IEN)

  • Map interface & dashboards for corridor situational awareness
  • Event & response plan management: detects significant abnormal conditions, presents suggested plans, displays predicted outcomes, and routes approvals across jurisdictions
  • SunGuide integration to activate approved plans (e.g., signal strategies) once consensus is reached
  • User administration and role‑based access for participating agencies

Data Fusion Environment (DFE)

  • Ingests & stores disparate data (state, county, city, regional, and 3rd‑party)
  • Transforms & serves cleansed data via a standard API to R‑ICMS and external consumers
  • Hosts shared data sources and supports analytics/visualization layers

  • Aimsun Predictive Engine (PRE) with a mesoscopic model for plan effectiveness forecasts
  • ITSQA quality checks for FDOT and 3rd‑party traffic data
