Introductuion
Florida Department of Transportation (FDOT) District 3 needed to modernize its Northwest Florida Roads (NWFL Roads) application and the underlying SharePoint‑based data processes.
After EPIC conducted a detailed Needs Assessment and presented the solution options, FDOT D3 leadership selected a new custom web application to replace SharePoint in Phase 1, with public website enhancements planned for a future phase. EPIC designed, built, and delivered the NWFL Roads Data Management Application (NWFL‑RDMA) to streamline how District 3 captures, governs, and shares project information.
Challenge
FDOT D3’s legacy SharePoint implementation supported critical project status information but had grown complex and constrained. The District required a solution that could:
- Replace SharePoint functionality while migrating historical data without disruption
- Integrate with the existing public‑facing website and District systems
- Enforce security, authentication/authorization, logging, and auditing aligned with FDOT IT standards
- Provide dashboards, workflows, and approvals for PM/PIO staffFit within FDOT’s own IT infrastructure and development standards, with rigorous UAT and change control

Solution
EPIC implemented NWFL‑RDMA, a custom application deployed in FDOT D3’s environment and aligned to District standards. Phase 1 delivered the following capabilities and artifacts:
