Community Based Care of Central Florida (CBCCF) – IRIS Information Management System

CBCCF hired EPIC to build IRIS, a web-based system that unifies child welfare workflows and consolidates FSFN/SACWIS, school, DJJ, and provider data into a single, comprehensive individual/family view for staff and leadership.

Introduction

Community Based Care of Central Florida (CBCCF) engaged EPIC to design and implement IRIS—a web‑based information management system that unifies mission‑critical child welfare processes into a single, intuitive interface.

IRIS seamlessly surfaces related records from the State’s SACWIS system (FSFN) and augments them with integrated school, DJJ, and provider data to give frontline teams and leadership a complete picture at the individual and family level.

Challenge

Child and family services stakeholders—FSMO staff, diversion/prevention providers, DCF Protective Investigation leadership, DCF contract managers, and selected CMO staff—were hampered by:

  • Data silos and redundancy: Re‑keying information across systems increased error risk and consumed scarce time
  • Communication gaps: Limited, non‑real‑time access slowed coordination among agencies and providers
  • Fragmented case visibility: No single source of truth at the child/family level (school, DJJ, clinical, services, funding)
  • Manual reporting: Performance and outcomes reviews required spreadsheet workarounds
  • CBCCF needed a secure, role‑based platform to centralize information, streamline coordination, and improve decision‑making for child care and support.

Solution

EPIC delivered IRIS, a secure, web‑accessible application for both internal and external users, governed by granular permissions that restrict each user to information appropriate to their role within Wraparound Orange and Seminole County.

Key Capabilities

  • Unified Case View: Every record is anchored to the individual/family, presenting all relevant information in a comprehensive, self‑explanatory layout
  • FSFN/SACWIS Integration: IRIS extracts and displays related FSFN data; additional sources (DJJ, School, Lakeside, other entities) are ingested nightly/weekly/on‑demand
  • Service Provider Module: Designate providers by service type; track funding, service types, and contact info; select funding streams during service approvals
  • Education & Justice Tracking: School attendance, performance, and evaluations; DJJ involvement (hearings, charges, placements)
  • Clinical Tracking: Mental health diagnosis and medication tracking, including DSM‑IV diagnoses
  • Reporting & Dashboards: Extensive reports built with SQL Server Reporting Services (SSRS); dashboards expose metrics of interest and allow export

Security & Access

  • Role‑based access for internal and external users over the web, ensuring sensitive data is visible only to authorized roles
