Title: Software Developer
Duties:
1. Analyze complex science, engineering, business, and data processing problems to design,
implement, and improve scalable computer systems and software solutions.
2. Analyze user requirements, workflows, and system limitations to automate or enhance
existing systems and support efficient business processes.
3. Lead the design, architecture, and development of enterprise-grade applications using
modern technologies and frameworks, ensuring scalability, performance, maintainability,
and security.
4. Develop and maintain scalable, high-performance software applications using C#,
JavaScript, ASP.NET, Microsoft technologies, and related frameworks to meet complex
business needs.
5. Design, implement, and maintain RESTful APIs and backend services to support cross-
functional application integration and enhance user experience.
6. Work extensively with SQL databases for data modeling, query optimization, and efficient
data retrieval to support application requirements.
7. Design, manage, and optimize Azure cloud infrastructure for hosting containerized
applications, ensuring reliability and scalability.
8. Translate detailed business logic and program specifications into high-quality,
maintainable code within N-Tier and service-oriented architectures.
9. Lead, mentor, and collaborate with development teams, Business Analysts, and architects
to clarify requirements, resolve technical challenges, and ensure optimal solution delivery.
10. Conduct code development, integration, testing (including unit and user acceptance
testing), deployment, and post-deployment support, diagnosing and resolving complex
issues.
11. Establish and maintain comprehensive technical documentation covering system design,
workflows, testing procedures, and user guides.
12. Continuously update professional knowledge of emerging technologies, tools, and best
practices, and provide thought leadership on development methodologies and process
improvements.
13. Provide technical input for risk analysis, change management, and accurate project status
reporting to project managers and stakeholders.
Education: Bachelor of Science (or foreign equivalent) in Computer Science, Software
Engineering or closely related field.
Experience: Requires 60 months of progressive experience in the job offered or in a
related software development role. Experience must include at least 24
months of experience with the following:
1. Working with SQL databases for data modeling and efficient query
optimization.
2. Designing and managing Azure cloud infrastructure for hosting
containerized applications.
3. Developing and maintaining scalable software applications for high-
performance systems using C#, and JavaScript, Microsoft
Technologies to meet complex business requirements.

Title: Automation Software Engineer
1. Create and modify the software to correct errors, allow it to improve its performance and
availability.
2. Design and develop computer programs to support test-driven development, track and
verify defects in software programs on various platforms including Cloudera Big data
environment, Apache Kafka, Apache NiFi, Hadoop Data File System, VB Script, Jscript,
CSS, .NET Core, Mongo DB, and SQL Server
3. Identify, analyze, and document defects, questionable functions, errors, and inconsistencies
in software program functions, outputs, online screens, and content.
4. Design and develop python scripting-based web services and database queries to identify
bottlenecks and performance issues.
5. Create and manage end-to-end test-driven strategies and test plans, execute the test plans,
and analyze test results and unresolved problems using Microsoft Team Foundation Server
and Visual Studio Team Services
6. Identify and document program variances from standards and suggest modifications to
improve conformance through configuration management tools such as GIT and TFS.
7. Conduct compatibility verifications with other software programs, hardware, multiple
operating systems, and network environments.
8. Monitor program performance after implementation of fixes to prevent recurrence of
program discrepancies and to ensure the efficiency of operations.
9. Identify test requirements from specifications, map, design and develop test case
requirements, and design test coverage plans.
10. Develop, document, and maintain functional and other data quality artifacts such as test
data, data validation scripts, harness scripts, ETL scripts, and automated scripts.
11. Execute and evaluate automation test scripts from unit testing, system integration, and
acceptance testing, and report results to project delivery teams to improve software quality.
12. Write test scripts, perform test executions, and analyze results using Selenium, Vega,
Usability, and 508 compliance testing software.
13. Report on the status of outstanding issues to project manager
14. Collaborate with and support clients and delivery teams during implementation as required.
Education: Bachelor’s degree, or its foreign equivalent, in Computer Information
Systems, Electrical, and Computer Engineering or a closely related field.
Experience: 24 months’ experience as a Quality Assurance (QA) Engineer or closely
related occupation. Experience to include 24 months of experience in:
Managing design and development of POM-based automation
framework using Selenium and TestNG
Managing design and execution of NeoLoad-based performance
tests for web and API systems, identifying and resolving performance
bottlenecks to ensure scalability.
Driving the development of scalable test automation frameworks to
ensure alignment with best practices across projects.

Title: Planning Consultant
Duties:
Provide subject matter expertise to the software development team and business analyst
teams in the areas of Urban and Regional Planning.
Review planning, zoning, and environmental review permits to determine the classification
of public works and utilities infrastructure such as stormwater, water, wastewater, roads
and drainage.
Review regulatory and contractual documents between cities, counties, and homeowner
associations/private entities to identify maintenance responsibilities of common
infrastructure such as drainage areas, ponds, and lakes.
Utilize sophisticated technologies such as GIS, Aerial Imagery Software and Databases to
develop feature data sets for planning, permit compliance and regulatory reporting
activities and master planning activities.
Create, maintain and update GIS geodatabases for stormwater, water and wastewater
infrastructure to support master planning, engineering, operations, and maintenance
activities.
Participate in meetings with stakeholder groups including government agencies,
engineering and planning companies and operations and maintenance groups to provide
technical input for GIS and application development for planning, environmental
compliance, O&M activities and MS4/NPDES permit reporting.
Assist with preparing and updating comprehensive land use plans, zoning ordinances,
subdivision regulations, and other plans and reports, in collaboration with other engineers,
planners, and agency staff.
Attend project meetings, industry conferences, and professional seminars for general
educational development and stay current with industry trends.
Investigate and compile data from property appraiser, planning and zoning, water
management districts, public works, and other data from public records and other sources
to assist in the documentation and update of public works and environmental datasets.
Prepare graphics, exhibits, maps, and other artifacts to present findings and critical issues
for project activities in support of the client requirements and project deliverables.
Provide QA/QC support for project activities involving GIS data creation, application
development and data management for master planning, permitting, and associated
services.
Work collaboratively with prime consultants, engineers, planners and other public agencies
such as Regional Planning organizations, departments of transportation, county and city
departments to perform project activities related to sustainability, resilience, climate
change, and public safety.
Perform the data analysis in support of master planning, population, traffic, water and
sewer demands, and other planning projections.
Education: U.S. Master of Urban Planning, Geographic Information Systems (GIS) or
related field.
Experience: 12 months of experience as GIS Specialist or in closely related occupation.
Experience to include 12 months of experience in:
Utilizing ArcGIS Pro to conduct data validation and management.
Producing cartographic products to support real property assessments
and use GIS data in assessment processes.
Maintaining and updating the county’s parcel and address data in
geodatabases to reflect changes.
Interpreting legal descriptions on deeds to support GIS maintenance
activities.
